Is there one filter that can be left on as a universial filter that can be used all the time.I know they each have a specific use just looking for that one around filter.

If you just want a filter to protect your lens, a UV filter might be the best choice. But if it comes to ND filters for reducing shutter speed according to the given lighting conditions, I fear by nature of things there cannot be a "universal" one.

Nothing really.  What filtering that can help is usually put before camera's sensor.   For example: Nikon's D800 vs. D800E.
D800 has wave plate instead of optical glass plate (D800E) before Infared absorbing filter.

D800E without wave plate is more susbestible to moiré patterns and false colors.  The advntage is sharper images with higher resolution.
