The French government has submitted a bill that calls for the introduction of compulsory electronic identification for recreational and business drones, in the form of a transmitter that transmits flight and identity data via Wi-Fi signals. If the law is passed, then that has far-reaching consequences for the French drone community.  
Navigation lights and radio beacon
The bill (automatic translation here ) comes from the box of the French Ministry for Economic Affairs, the Direction Générale des Enterprises. The draft law proposes that all drones above 800 grams from 1 July 2018 must be equipped with both navigation lighting and a radio beacon. Only drones used on model airfields or indoor fall outside the scope of the law, as do drones of aid and government services.  
The navigation lights should still be visible at a distance of 150 meters. According to the 802.11n Wi-Fi protocol, the radio beacon should wirelessly transmit information about the drone and its owner. The law mentions the following data, which must be refreshed every three seconds:
  • a code associated with the drone manufacturer;
  • the serial number of the drone;
  • the current location and flight altitude;
  • coordinates of the take-off location;
  • speed;
  • flying direction;
  • a time code, linked to the above data.
Anyone who fails to provide his drone with a navigation light or radio beacon can be fined up to 750 euros. Anyone who sends out an electronic ID that does not belong to the right driver can expect a fine of up to 1,500 euros, an amount that can rise to 3,500 euros if there are repeated violations.  
On your own
Given the fact that there are European regulations for drones to come, it is at least remarkable to mention that France is considering the introduction of such a far-reaching ID system. Although the call for remote identifiable drones sounds in several countries, it is unrealistic to introduce such a requirement in one EU country, while the EU-wide EASA regulation may already be introduced next year.
The measure, if introduced, will not only affect the hundreds of thousands of French drone owners weighing more than 800 grams: even for non-French drone pilots who want to fly in France occasionally, the measure would be a major obstacle. It is also very doubtful whether it is possible at all to provide existing drones with the relevant extensions.  
Enforcement
In addition, as is often the case with stricter regulations, the question remains whether a compulsory electronic ID leads to improved enforcement. When it comes to concerns about privacy or even deliberate misuse of drones, it will turn out that it is still very difficult - if not impossible - to get a driver in the collar whose drone does not transmit an incorrect ID.  
The extent to which the AeroScope system such as DJI has developed meets the requirements as formulated in the French bill is not yet clear. For the time being, the transmission of identification data by DJI drones is optional and can be switched off in the DJI Go app if required.

The lighting one is very interesting as it's surely aimed at the privacy side of things.

i.e. if someone was flying near you, or your business, you'd know about it!

The Radio stuff seems related to Aeroscope - although that uses proprietary DJI tech.

So probably more airport-related?

I don't know - both of these implementations make sense to me!
