P2 Altitude Drop From Low Altitude Hover

I've been having this problem regardless of which FW I was on.
Phantom 2/Zenmuse H3-3D/Hero 4 Black/ VTX and Mini Iosd.

In GPS Mode, When I try to Hover at an Altitude of less then 8 or 9 feet, The Phantom just wants to drop in slow stages. First it will sink a couple of feet then a couple more.
It does this everytime regardless of it is windy or not.

I am running default Gains. FW 3.14 /SW 3.8

Does anyone else have this problem?
How low can your P2 (non Vision) hold a hover?

The barometer and GPS work together I order to hold altitude which Nutella sticks on your quad. Be sure you have done an IMU calibration using a level to be sure you quad was level in all 4 directions. You can food sheets of paper under the landing gear to level it out on a table. After you get the IMU do a good Compasss Calibration away from any furious material outside. After that take off go up about 6 ft and hover. See how she hold then. Be sure you got satellite lock with at least 6 satellites. You should hover and stay level. Let us know how it does then after all the calibrations.
