I was wondering do the Dji goggles connect to the remote controller thru the OcuSync or to the mavic pro?

Goggles will reflect the image from drone. For example, your mobile device can reflect the view of drone. And the connection between goggles and drone is electromagnetic waves.

what I am asking is when the goggles connect using the OcuSync is it to the mavic or to the remote controller?  

Its the aircraft, it pick's up the wireless directly from the craft.
