Yes, thought to have been the same group of people, however the Great Orme was probably first to be developed since it is quite easy to mine, only needing deer antlers for digging, while Parys Mountain is extremely hard rock where the rock had to be smashed up with hammers or cracked into pieces using fire and then crushed to get a worthwhile amount of copper out of it, so would have needed the development of a fair amount of mining technology before it was viable. The Bronze age lasted a long time.
