Input voltage is too low. These are notorious for not charging for some people depending on the electrical system of the vehicle.

It's designed to shut down to save vehicle battery if it detects too low a voltage on the input.

Nothing its just that my boat stays at about 13.7v - 13.5v when the engine is on and the charger probably doesn’t charge at its fullest capacity then

Just make sure that the power source has 11.4 V or higher so that it can charge normally.
