whats does clear cache images mean? and what does it do?

Any images, video you choose to cache (temp store) on your device will be deleted from the device. Pics and Video on SD card in the drone will remain.

Video and photos inside the go app will be deleted.
Not the ones in your gallery.

Only the low resolution cached pictures and videos. Not the high resolution originals stored on your SD card.

so from Day 1 wen i play with my drone take pictures and videos are stored on my SD card on the drone? even the ones i have delete by mistake on my application or cellphone?

No, when you actively take either video or pictures with DJI GO 4 during your flights by pushing the respective buttons, these will get recorded in high resolution on your SD card. Independently from that, DJI GO 4 saves footage in your mobile cache in low resolution to allow you reviewing your flights.
Please don't get me wrong, but it will certainly help you to get what you are hoping for by reading the manual. And there are plenty of tutorial videos out there as well.

You can try to check the SD card using your computer, you may need to use a card reader for you to check if the files that you need are included in the SD card.
