They are just high wattage resistors (25 or 50W by the looks of them)
They are encased in a ceramic material that looks a bit like concrete.

This board will use them as a simple resistive load to drain the Inspire batts - they will get very hot, but are meant for that sort of application.

Agreed...Its also known as a Dummy Load ....All it does is drain the battery....
