I know they are not pin sharp but it should be forgiven seen as it was gusting at 30mph and they where 8 second exposure times
I was really after a full rotation but the ND32 wouldnt allow it, i needed sommat like a ND64 or more

Try a time of day when you aren't pushing against strong daylight.
Maybe dusk or even twilight.

You cannot get any blur at all without one, it was too bright, as Labroides says, it needs to be less brighter conditions, i have heard about some tape folks use, will look in to that too....

Take a video and merge all the frames into a single photo, maybe with priority for brighter images.

On that first one, the tower is over exposed, you could have turned the EV down a stop and got twice the sweep.  If that is a raw photo then 2 stops and then brighten it back in the editor would have given you 4x the sweep and still look fine,  I guess 360 degrees was possible just using the EV dial...

I could only mange 1/3 shutter, any more and it was way over exposed, the top image is dropped  0.95 ev in lightroom, if i went lower than 1/3 it became for too bright, and the sky section couldnt be brought back, it was too far gone,  heres a 1 second dng, help  yaself but i cannot see the prop when i try to bring it down some

Your 1 second dng shows me that the blades are too narrow to do what you want, which is why I made my first suggestion of taking multiple short exposure (maybe 1/1000th) frames and combining them, not using an average but using the brightest pixel from all the frames, then maybe average the result with one other frame to get a 50% transparent rotor disk, that should give you what I think you want to achieve - bright white, semi transparent rotor disks, and since 50% of the result will be from a single short exposure, the background should be nice and sharp.   Maybe something for an ffmpeg batch file if you are into that sort of thing.

Might be more difficult to get matching shadows though!

Sorry my 2nd suggestion didn't quite make sense - should have woken up more before writing it!

Unfortunately my drone didn't stay still for long enough for a complete 360 without blur, but not too bad, gives you something to think about:

Looking at everythig blurry except for the turbines, youve used a few images, but you still get the blade in shot, this wouldnt really make sense cause  the blades should be either blurred long exposure, or not, quick exposure, not both, looks cool but not what i was going for, i am after the spitfire look lol, hence the mention for a stronger nd or tape, looking into the latter....-

I chose to leave one frame with the blades clearly visible, looks better to me, like I used a flashgun at the end of the exposure - a flashgun with a really long range! I also have a version without, but the movement of the drone has messed that up a bit.
