I want to shoot some night videos, but the glare from street lights is pretty bad....as per this example I found below.
Are there filters to cut this out a bit?

I'm not aware of any filters for that, but you could shoot a little earlier before it's completely dark to reduce the contrast between light and dark.

Same issue, not sure if its avoidable!

Contact the FAA.  They keep lots of information in their records on drone night flying.  They might have hints on flying at night for photography purposes.  

You might try using a polarizing filter to cut some of the glare.
