If you are looking for an aerial  clear video  for your city  which is the best time in a day to start flying your drone ?

Sun rise - but depends on where you live.

Yup sunrise very few people about, no traffic and soft beautiful light.

Sunrise and sunsets are the best times for drone filming in my opinion.

Golden hour is usually best - guess that is why they call it that.

I would say that it also depends on what your story is, what are you trying to tell the viewer?

A quiet and empty town = early in the morning
A town full of life = well then later

And so forth

Are you just interested in light conditions and more technical parameters, good light etc,

Think about the story,

good luck.

For 360 panoramas - noon or cloudy weather.
For video:
If in summer - the third hour after sunrise or similarly before sunset.
But if late autumn, winter or early spring - without rain, frost and snow
