In the UK to operate commercially you need permission from the CAA. To get this, you need to have either a pilots licence already, or take an approved groundschool course. After that you need to write your operations manuals, checklists etc. setting out how the company will operate/safety procedures/maintenance/training etc. You then need to take a flight test performing a mock commercial job and demonstrate 3 emergency procedures that the examiner asks for. Finally submit all that to the CAA and hopefully obtain a Permission for Aerial Work.
