I'm curious, after the P2V+ batteries auto-discharge in storage, does that count as a full cycle?  Also, is it best to bring them down further before a re-charge? or just bring them back up when ready to use them again?

Good question, I think they count the number of times they are charged, so if you fully charge and then leave it for 10 days and charge again without using then it would count 1 charge or use.
If mine discharge before I get to fly again, I just plug them in and charge, I don't think you need to run them any lower than the 50 or 60% they discharge to, unless its the 20th use and you need to discharge to 8% for balancing.

Charge cycle counter are incremented by one every 5200mA  the internal charge circuit puts into the battery cells.  This is a cumulative measure  that may span over several small partial discharge/charge cycles.
