I knew the average direction but missed out on my guess.  On the west side of Plenty Rd is a hill that overlooks Melbourne. The highest area in Melbourne suburbs. I forget exactly - I worked around there in the early 1990's. Thanks for sharing & evoking  my memories.

Would be interesting to know exactly where the shot was taken from. I lived in the area in the early 2000's and yes, as I recall, that is where the highest point in Melbourne is located.
