That would be my guess, too. Just walked into my local library and overheard a librarian explain to a patron that they couldn't get her book because of the shutdown -- guessing this was a loan from the Library of Congress or something.

Sooo....say i had a friend in Mexico or Canada...could I order and ship it there?
