You can fly pretty low over water, but recommendations ar 15 metres over moving water, so try this first and when you feel comfortable lower your craft and see how you get on , I have flown many Times over ocean at 2 metres height with no problems, but be careful always ready to push left stick forward, you’ll find your own judgement from your flying experience will be your best judge.

Filters over the ocean on a bright day you could certainly use ND 16/ND32, if water is reasonably clear and your looking to see if can spot some kelp I recommend using circular polarized filter the will help with glare on the water again ND16/ND32.

Sounds like a lot of fun enjoy when the weather comes around.

Hello and good day mardenq. Thank you for sharing raising this inquiry. We would recommended using the DJI Mavic Air ND Filters Set ( ND4/8/16 ). These filters reduces light by 2/3/4 stops to effectively avoid over exposure, so that you can capture great photos in a wider range of environments. For reference I will be posting a link for your to be able to check the overview and the specifications of the  DJI Mavic Air ND Filters Set ( ND4/8/16 ). Thank you.
