In short your household voltage in basic terms goes on and off at 60hz (60 times per second) if you match the speed you cancel out the flickering

Anti-flicker, even set at the proper frequency for the region. May not work all the time. Especially on LED or Fluorescent lights. This video was shot on my LA to Hong Kong American airline 777-300 with anti-flicker set at 60hz.
