The short answer to this is unfortunately no, you cannot operate your drone within National Park Lands which include the Golden Gate National Recreation Area.

You should get an app like Airmap.

The rules are complex so check out B4UFLY and Airmap.  The marine area is protected and you cannot fly over the water.

Thanks. I checked AirMap and the MBNS. The only place I can fly is South of Cambria.
What about San Francisco over Pier 39? I understood that is a City Park and you need authorization from them, right?

There is an old law in SF that prohibits launching aircraft from parks.  Technically, you can launch from a public sidewalk but then you're dealing with trees and powerlines.  Also, I wouldn't fly near Pier 39 because there are a lot of people there and seagulls that WILL ATTACK your drone.
