I turned on my Phantom 4 Pro and the gimbal started making some pretty intense noises and just sits frozen and vibrating. If I move the drone, the gimbal moves with it like it's locked. I also can not move it via the controller. The image captured by the camera shows the vibration intensely.

I've tried auto calibration a few times. I have, of course changed the battery and restarted many times. I downgraded the firmware and it still had the problem. I upgraded the firmware again and the problem persists.

Is there anything else to try or does it just need to go in for service?

Probably a motor on the gimbal.
