On photos you use ND filters to make long exposure photography. In this case the ND 8 was used to make the water lok a bit more silky. You can put it to the extreme and use a ND 2000 filter for waterfall photography etc.

I wondered that myself, Bob. I saw snowskier's reply and I was not convinced it made a noticeable difference, apart from the distinct dark colourcast that can manifest itself with ND filters.
In the interests of science, I looked back through my drone pics to see if the water looks any different without a ND filter.
Pic 1 Brilliant sunshine, shutter 553 ISO-100 f/2.2

Pic 2 Brilliant sunshine, shutter 500, Exp bias -0.7, f/2.2

Pic 3 Brilliant sunshine, shutter 1000, f/2.2


Obviously snowskier wanted the somewhat unnatural colour cast, but apart from that, I thought the shots were very good.
