To be honest, even in Italy is not allowed after sunset...
I taken this pictures just in time before that ...
Could be very useful a ND filter 16 or 32 ...
with Mavic Air I used ND 16
Anyway...  I’m sure you will do a stunning composition

That is a shame, because the artificial lighting will make the composition more interesting (blue hour)
I have both 16 and 32, so I can try.

I was with same problem ...
not allowed fly after sunset in Italy
( to be honest , could be possible but it’s very hard to get the permit ) ... so ,
I used the sunset time hours ( minutes ) to get possible a long open time shutter exposure ...
but sometime I noted that the picture was overexpose ... that’s way I used a ND16 filter with sunset on the back or at 60 degree , looking a beatifoul blue sky , a long exposure time ( till 8s) with a little blur on the moving wave and even a silk effect beheind too ...
as you know, RAW type allow to record more color light than jpeg that I used in post process ( lightroom ) using a graduate mask ... but I’m just amator in photography ... you have to ABSOLUTELY try this ...

Yeah, I can imagine how the process will look.
My issue around here is that there are not area's with (moving) water.
So no need to work with long exposures.

This is my best long exposure, directed at Galaxy M87...not sure what this is but I sent it into NASA b/c it sure looks cool and they seemed very interested in what I captured...

Thank you again Alex! That information is even more helpful and I'll try to incorporate all these suggestions in my next evening cruise.

I'm not too worried about violating any curfews as I live out in the middle of nowhere.;-)

I think my only real option here is the river IJssel.
