some additional info about Lago Maggiore area :
here link to download pdf aerial Map about it
https://www.dropbox.com/s/ea4yu6m28qdwaz2/ENR6-3-3.pdf?dl=0

you will see so many area and restrictions
I suggest you to care about this points

North area of Lago Maggiore is under Swiss sector regolamentations
around Lago Maggiore  there are R83/E and R83/D where R mean : Restriction Area in red color

P116 and P57 proibited areas

and there are some Envoronment protected areas like National Park in green color
Parco Nazionale Grande
Fondo Toce
Bosco Soliovo

rember privacy respect and
  • Never filming people in theirs house , garden , balcony
  • Never follow someone with your drone
  • Never filming people without their permit , especially people at work or children  …
  • Never fly in secret  - make yourself hight visible

  • “Respect of the each others and responsibility sense”

NEVER fly over parks and nature reserves (you need permission from the body that manages it)
NEVER fly over or near prisons (permission also from the ministry of justice)
NEVER fly over or near military facilities (defense ministry permission required)
NEVER fly into the city (need permission from the city authority's )
NEVER fly on the beaches during the summer bathing season (model aircraft / hobbyists can fly when deserted

have a double check on temporary restrictions throughout Notam services : https://notaminfo.com/italymap

have a good fly and a happy journey

Alex

Tuscany is a great region, with multiple prohibitions, restrictions on protected areas, cities, beaches, prisons, military areas ...
toscana.gif

a lot depends on which area you want to fly, for what purpose and when ...

it is not at all easy to give you advice with so little information
(at least for me) and this is why I can tell you to follow the general suggestion above ... which can be very valid in Italy

#Dronestrategy ITALIAN Travel Drone Strategy

#Dronestrategy ITALY What should you know if you want to fly your DRONE IN ITALY
UPDATE 15 December 2019
due to the new regulations issued by the ENAC authority to use hobbyists use drones in Italy is total chaos
update of the current situation in Italy.
BEWARE OF DRONS IN ITALY warning ... pay attention in Italy.
DANGERS WARNING ALLERT !!!!!
total chaos ...
for who whant to fly in italy with a drone for hobby use
TODAY 15 DECEMBER 2019 the advice for those who want to fly with a drone for hobby use  in Italy is to wait for more clarity,
to better explain the new regulation by the authorities (ENAC)

the key points are:
- the drone in Italy is called SAPR (remote pilot aircraft system)

insurance is mandatory required for all drones except toy ones, specified use for children
for example even the small DJI Tello must be insured to fly in Italy.
but in Italy there is still no insurance guideline  available for SAPR ...
(THEREFORE that's mean NO INSURANCE - NO FLYING)
The minimum penalty for those without insurance is more than 100 thousand euros!!!!

other chaos ...
pilot's license ...
the new regulation provides for an extension until March to carry out the online training course and exame  ...
but at the same time flying without a pilot's license is illegal !!!!!

due to the new regulations issued by the ENAC authority to use hobbyists use drones in Italy is total chaos

I strongly suggest you not to use drones in Italy until a clarification from the authorities in charge, such as ENAC, which should explain in simpler words and inclusive the new regulation, perhaps through dedicated online FAQ page

Hi AirButterflyDrone

Thanks for your comprehensive info sharing. Are your suggesting not to fly right now even for non-business purpose until all the regulation is clear.

I plan to visit Dolomites area by end of Jan. 2020, and I just bought a Mavic mini for this trip.

Hi Cheney Cheng

I confirm ... at the moment, to be honest,  the problem is expecially for those who use the drone for non busineses porpose ...
while for professional use , the old regulation is still in force ...( until 2020 June )

what I can recommend to you in Italy for hobby use or non businesses porpose ,  even for the Mavic Mini ...

- make an aircraft insurance, adequate for use ( insurance is mandatory even for Mavic Mini under 250gr )
- you don't fly into the city, (150 meters away from the cities)
- 50 meters away from people, minimum safety distance request
- 120 meters of maximum altitude
- VLOS (visual line of sign) maximum distance 500 horizontal meters
- in summer you don't fly on the beach please
- respect privacy ... ask permission to filming  people or inside the property, car license plates, or other personal items that identify the person.
- obviously not flying over prisons or military installations.

for a drone under 250 gr (like Mavic Mini)
( in Italy for hobby use)
it's not required license or pilot tickets
not registration with the authorities is required
remeber 250 grams
with propeller guard in my opinion is more safe but will be more than 250 gr total weight  so, authority's rule will change becouse it's total weight .

it's required
check the d-flight.com website
Italian authorities have established that in Italy the D-flight.com website will provide all the information necessary to fly, such as flight restricted or prohibited areas, maximum altitude, airport safety distance and more ...

the really issue , is this last new rule issued by ENAC ( Italy aviation legislation authority's ) becouse is not 100% easy to understand and that's means that could be easy have different personel opinion on the same rule point .
other issue , is the official website proposed , d-flight is the mandatory website to drone pre-flight checks for,  not fly zone , or other limitated area ... but at the moment , d-flight is not working at all ... that's means ,  you can not make sure if you can fly or not

if you like have a drone aerial shooting to take your memory holiday in Italy ...
and you want be sure and safe about it  ... you can check for a professional service.. why not ?

but I'm pretty sure , you will enjoy with your Mavic Mini as well ...
just pay attention to not disturb other people around you and stay safe
in Italy there are so many cinematographic view , expecially out of city , you can choise the right one at right time , like golden hours

enjoy your holiday and remember you wil be very wellcome there ...
italians are a fantastic people

Hi AirButterflyDrone,

Great thanks for your helpful information, I would love to have aircraft insurance for sure, but I am not sure if I can get a insurance to cover flying in Italy or Italy government might have concern for insurance from different country.

I asked my insurer, but it looks like he can't help us ...
however, the important thing is that your insurance will covers the risks to fly with an aircraft, quadricopter (UAS) ... to fly in Italy or in Europe ...

when you found it ... please share here ... could help many of us

about D-flight.it website ... it now seems to be working ... ( link here . https://www.d-flight.it/web-app/ )
you will need only a free registration to view the maps
so that , the maps will help you to easy understand where you can fly ...

keep following this topic ...
when I can, I will try to keep it updated
hoping that in the meantime the Italian authorities will be able to improve this situation

Hey Alex,

Thanks for all the helpful information on flying in Italy. I did get registered on d-flight.it and I was able to add my Mavic Mini to my fleet on this site. However, when I attempted to add my Mavic 2 Pro, I am being required to upload a "Certificate of harmless" for this drone. Can you tell me what this document is? I'm guessing this is because the Mavic 2 Pro weighs over 250g, but I can find nothing about this Certificate of harmless on the internet.

I do have a professional Drone Pilot's License (Remote PIC License) in the US, but I am only desiring to fly recreationally (for hobbies) while in Italy. Maybe the best thing to do while in Italy is only fly my Mavic Mini.

Please let me know your thoughts, and if you are familiar with this "Certificate of harmless".

Thanks,
Rob

Hi Rob Thanks for asking me this question.
the harmless certificate can be left blank.  So that, your drone will be registered without this certificate.

but what is this certificate?
in Italy it is allowed to build a drone and request certification from the authorities.
if your drone has requirements that allow it to be harmless in the event of an accident,
(such as propeller protection and / or construction material that cushion the impact by not causing damage to people or things and other specifications)

if you have all these characteristics and  you have been recognized and certified by the Authorities ...
then you will have the opportunity to insert this certificate and fly to some areas that are prohibited for other Drones without this certificate

I don't have this certificate with my Drones and them are registered without

I hope you have now a better understanding about it
