You need to setup the project settings Before you drop the clip in otherwise it will FPS lock whatever the clip was until you clear Everything from the project.  Also it would be a good idea to render cache the section so it's smooth when looking at it.  This is after setting it to Smart or User under the Playback drop down up top.  I just alt+left click dragged the area which copied and pasted it then reversed the speed.  Also you need to setup the resolution so if it's a 2.7k, footage it has to be 2504x1520 otherwise it will drop it down to 1080p.
