If it truly is the antenna wire then no it cannot be spliced. The cable used for the actual antenna is a coaxial antenna. The spacing between the center conductor and the outside shield is very critical in order to maintain the 50 ohm impedance. The real problem is the high frequencies at 2.4 & 5 GHz. You can buy new cable with U.FL, IPEX connectors installed that could be used but will require soldering at the antenna board. I have seen pictures of people trying to solder coax to the antenna boards and they truly have no idea about working with coax at UHF frequencies. The length of the center conductor past the shield should be no longer than 0.1" max. Best to have this done by someone that knows what he is doing.
One question, how did the antenna wire get cut?
