I think that it depend of what you will have in the shot …
if you have tall structure or trees, you may want to be high so the top isn't cut off - On the other hand, of you are with a flat décor, you may want to be lower

It took me a a bit of time to look in my archive and find 2 360 made at the same location. ( shot by Mavic AIR )
You can see the result at 2 different altitudes
LOW but high enough to not clip the top of the buildings, makes the structures 'pop out' HIGH give you a general/broad picture
