so is it a bad idea to fly a foot or so over something very reflective like a pond.

I have done it many times. It's not a good idea to hover over water that low.

what about flying over water not hovering,  obviously water does not look like land , how does the spark process flying over water is it the same as land? will it kick up water ?

It doesn't - it's advisable to keep some distance when flying over water.

You can fly over water, even very close to the surface.
But you NEED to watch the altitude, more as over land!
The VPS is the troublemaker, it seems to me.
Water, low altitude and VPS isn't the best fit

One of the sensors on the Spark uses infrared light which water is not a good reflector of. If you look at pictures shot using infrared pass through filters (those that block all light except for infrared) you will more than likely see water as very near black

Hello and good day Frunobulax. Thank you for reaching DJI Forum. It is not recommended to fly the aircraft close to the water. When flying above the water, the vision positioning function will turn off automatically and only the GPS and barometer are used for positioning, if affected by the accuracy range, and an accident might happen. Thank you.
