As i said, it is the 1st time in Europe where the BEA officially investigate on drone incident (BEA usually investigate on airplane crash, not on drone)
No immediate impact...except much more serious investigations ... and some changes to come in regulations...

(to be honest, this case is very clear, as your are not allowed to fly over people...)

I assume that BEA is an official organization in France to investigate aircrafts accidents. That said, any UAV is actually not much different in principles than manned aircraft, controlling aside. While every manned aircraft is realtime FPV controlled, UAV is not. Both, however, are prone to catastrophic failures. Flying over people restriction is based on assumption that:

1. In general, UAV's FPV flight control is not efficient enough to maintain safety.
2. In general, UAV's pilots aren't trained nor experienced enough to maintain flight safety.

In many countries (i.e. Canada) commercial only pilots with Advanced Pilot Certificate are allowed to apply for individual Special Flight Operation Certificate for flying over particular gatherings. It's a PITA to get it issued and approved ...
