Need some help understanding the Metadata

Never took a look at the altitude numbers in the Metadata till today.  Someone asked what altitude a photo was taken. I am seeing photos reporting an altitude of -70 feet, which I would have guessed to have been around 70 feet (did not look when it was taken), and a photo taken a few seconds later taken around eye level reporting in the -150 range.

Anyone with some insight?

If you're talking about the GPS information embedded via EXIF in photographs, GPS-based height estimates are notoriously inaccurate and unreliable to the point of being useless for most applications, including deriving the height (AGL or MSL) from which a photograph was taken. In other words, what you're describing is pretty much what I'd expect to see from GPS-based height data.

As above, GPS EXIF is the GPS altitude which can easily be out by 50ft or so.
