From the looks of it, the gimbal is having some kind of issue.
But I don't own a Phantom myself, so I'm not familiar with any solutions.

Start with an IMU calibration
Then do a compass calibration
Then the GIMBAL calibration
If that doesn't solve the issue shown I would suspect a bad gimbal motor. And a send it in for repair or replace.
