Updates to the UK drone registration are out.

Basically, registration starts 5th Nov and becomes law on the 30th Nov.  Also there will be a mandatory online test to pass.

Registration mandatory from: 30 November 2019
The UK’s new Drone and Model Aircraft Registration and Education Scheme will go live on 5 November 2019 (please note that you cannot register before this date).
There will be two elements to the online system.
Anyone responsible for a drone or unmanned aircraft (including model aircraft) weighing between 250g and 20kg will need to register as an operator.  The cost for this will be £9 renewable annually.
Anyone flying a drone or unmanned aircraft (including model aircraft) weighing between 250g and 20kg will need to take and pass an online education package. This is free and renewable every three years.
Both of these requirements become law on 30 November 2019.
From 5 November 2019 the system will be available at Register-drones.caa.co.uk.

Quick summary for UK drone users, the registration fee is now going to be £9 per year, as opposed to the original proposed fee of £16.50.

If you belong to certain UK model associations, I.e. FPV UK (£19.99/yr includes £5 million public liability UK & Europe) by taking and passing a 10 question multiple choice test on line, you will not have to take the CAA online test. FPV UK will contact it's members and with permission request the £9 Registration fee and submit your registration to the CAA.

So I completed the online test, got 10 out of 10 right, it was very easy as long as you know the UK drone code and possess some common sense. All I have to do is wait for FPV UK to contact me for my permission to register my personal details with the CAA, Pay £9 to FPV UK and receive my registration. No further tests, job done.

I quote FPV UK, however you may be a member of another approved flying club, check and follow the link in the first post.

Is it also for visiting non-UK citizens? or is there a separate arrangement like in Canada?

Yes it was a Part A test. As it was available at FPV UK I thought I would  try it. My membership nows show I have passed, no need to do the CAA test.

Are there any exemptions?

The reason I ask is that between 1980-1985 I was a member of the BMFA and passed both certificates A & B but gave up flying both fixed wing and helicopter models in about 1990. In 1995 I took a paraglider course and progressed to flying paramotors solo and then tandem with a trike. In 1998 I gained my Private Pilots Licence and flew microlight until 2012 when I sold my plane. Since 2016 I just potter around with drones for a bit of relaxation.
