I understand because of weight it doesn't need to be REGISTERED but what is this about flying where a license is permitted without a license?

B&H are wrong..... In the USA, all rules apply....

In other countries like Spain the 249g weight would allow you to fly in a city where you cannot with a heavier drone.

So basically in the US you save $5 to register if you never registered another drone before.
