You need to apply for a Einzelerlaubnis (its in German):

and sent it to:
luftraum-sondernutzung@bwvi.hamburg.de

No, but you should plan ahead and give them at least 3 weeks in advance.
Not sure if they are operating due to the current situation.

I am amazed they even allow for this.
Here in NL it is only for pro flyers.
