no need for ND in that situation, looks like ~2s exposure time
Here's a couple of mine, details in the video description:

No filter needed, I don't use them and don't see a need to ever use one (except maybe a sunny day?)
Exposure was set to 3sec, 1.3mph course lock. I actually had to stop the hyperlapse halfway through because the drone was going out of range.

ND filters are very helpful to get motion blur. Depending on the ambient brightness, you should already select a "suitable" filter ...
