Hi Fable,
Downloaded and tested your file. It is actually H.264 , 8 bit file, please see below from MediaInfo , but maybe Google transcoded it as well as I see writing application Google:

The file opens in anything I tried Windows Media Player, VLC, Davinci Resolve (Studio), anything I tried.
You can actually also use HandBrake (media transcoder) to convert from any format to any other format pretty much. You can get it from https://handbrake.fr/downloads.php
You can convert from H.265 if you are encoding in HEVC H.265 to H.264 and 10 bit to 8 bit if you need to. Hope this helps.
