It is great footage but probably breaking multiple regulations:

(e) must only fly between sunrise and sunset when the Unmanned Aircraft can clearly be seen;
(i) must not fly over cities, villages, communities or areas where people are gathered;
(n) must not fly horizontally closer than 30 meters (100 feet) to people, vehicles, construction or buildings

Having said that I regularly see Thailand bloggers (many averaging tens of thousands of views per video) also breaking the rules with apparently no consequences. I am not game to do it myself though.

At least the mini 3 is tiny. When I was in Krakow I saw someone flying a Phantom only a few feet above the crowds near Wawel castle. I couldn't believe that no one bat an eye lid given the EU rules.
