You need to rummage around in Handbrake to get it to work to your satisfaction, it is not necessarily a simple program to use. If you select the Video tab, you can then select the codec you need, then adjust the 'Quality' slider, a lower number increases the bitrate, a higher number reduces it.

I used WMM to edit videos in that it is freeware. But I met problems while importing DJI Phantom 3 H.264 4K videos to WMM. Finally, I convert these videos into WMV. You can have a try to get other NLEs for further editing.
I recommend Joyoshare Media Cutter, a powerful yet easy-to-use video cutter. I may meet your needs well because it's good at cutting videos without any quality loss, add background music for the video, etc. Just give a shot if you like.
I use Pinnacle_21. The base version - which cost me about $50.
After an initial hiccup (mainly "pilot" error !) I find it simple & effective. It suits my level of tech knowledge which is also fairly basic. It is quite versatile IMHO
If you are recording in MOV format - it will never load to Movie Maker ... it needs to be MP4 format.
You can use VLC Player or such as Freemake Video Converter to convert to MP4 ...
Old Windows can cause lock out as well ... as Movie Maker was never intended for 4K resolution.
But here comes an interesting bit ...
It also depends which Movie Maker you are using. There are TWO versions ...
Windows Live Movie Maker - simple and only uses MP4 format .. I use this for 99% of my videos ... Its simple and very easy to use.
Movie Maker - which uses frame / time lines and is far more functional - but in its more recent forms likes WMV format !!
For those who have like me been users of Windows Live Movie Maker .... it was discontinued and you need to download from an external site ... BUT Microsoft replaced WLMM in Win 10 with the Video function in PHOTOS program ... scroll down the Win 10 programs list and find PHOTOS .... open it and you can add your Video folder ... then create videos in PHOTOS ... strange interface - will take some getting used to ... but a little trial and error !!
