I agree on that, its just a question that comes up every time a new drone is released. Someone will still ask the question in the coming months.

You are correct.
Precision landing uses cameras to land the drone within a few cm of the take off point.
However the take off must be suitable which means the drone MUST be sent up to the appropriate height, 7m?, before it is flown horizontally.  
A GPS landing is not necessarily that accurate.

Why must Precision landing need to go up at a special high ?

At a guess to obtain a reasonable area of coverage for the image, including a reasonable number oh landmarks, that is the presumed basis for 'judging' where to land.
If you think about using the satellite view of say a PhantomHelp's log viewer flight-path image, if you want to see where in the world the flight took place you have to zoom out.

I have always hand landed on my flat palm but I saw a Youtube video recently that changed that. On the Mini 3 Pro I'm sure the 4 is no different I bring the drone down facing away from me to about head height then just reach up from behind and grab the drone just in front of the battery clips and hold the left stick down and it turns off. This is a great technique for windy days as you kind of pluck the drone out of the sky as opposed to let a wildly erratic drone try and land respectfully on your palm :-)
