I have seen it used in a couple of photos but this was the first time I saw it used in a video.  

since 2018, dozens of good examples; usually you speed up the video to get the best effect.  i'm a fan, unfortunately there are plenty of dislikes for this effect.

Comparison with a model railroad is a good idea) If I had thought about this during the flight, I would definitely have filmed the railroad, it’s located nearby.
