The problem of light flickering is related to the frequency of the power grid, in Europe it is 50 Hz, so when shooting at night it is better to set the shutter speed multiple of 50. For this reason SECAM also uses 25 frames per second and PAL uses 30 fps. But this is a consequence of the fight against power grid flickering, this does not mean that all analog systems with a frequency of 25 Hz are the basis of digital standards in Europe.
