Hope I don't look too dumb but reading through FAA regulations I see it says I can't fly "over" stadiums. Does that mean I can fly in the parking lot during tailgating or is that restricted under "Don't fly over groups of people"?

You did answer your own question. Never a good idea to fly over people or vehicles.  If the property belongs to the stadium as the parking lot does don't fly. Be safe.
