I have a TB47 that was purchased new with one of my Inspires in May. I have always adhered to the proper discharging procedures and having an issue with this particular battery now. This has only been charged with DJI chargers and charging hubs.
I have discharged this to the 5% and recharged it and was still getting the "battery needs a complete process or charging and discharging". So did this again and took it down to the 5% and retried it. Still getting the same message. I discharged it the last time and upon full power when throttling up a low voltage warning is hitting the message screen. Should have alot of life left in this battery. Anyone else experienced this? If so, how do I fix?

Have you tried doing the battery calibration on the stock charger, or are you using the charging hub.
And you have your charging hub updated right?

I had this problem and was told by DJI tech support to discharge again but all the way down to 0 or as close as I could get.  After doing this and then recharging, I no longer got the dreaded message.  Hope that helps you.

Did this happen right after a firmware update on the craft and/or battery

Best way to do a battery calibration is to charge it up and power up the aircraft and just let it sit until it shuts itself off. Then wait a few minutes to cool the battery (shouldn't be too warm) and charge on the stock charger.
See if that will work

What does the charging hub fimware have to do with it.
I have a situation where the battery will not even charge and; it has been only been used 10 times over three months.
Now the lights will not light and it was stored for a month and acting like it is completely dead?
Does the battey need to be reset?

The charging hub firmware that was issued in September had some changes in it, that's why I asked you if you had the latest update on it.
If your battery will not even power on with several attempts to charge it then it will need to be sent in for exchange. There are youtube videos out there describing how to possibly fix it if you want to go that route. But I would only do that if the battery is out of it's 6 month warranty.

I know this problem.
I had this several times. I removed the battery to 0% and I have never had a problem.

Just posting a follow up. I got the battery to work. I took it down to zero, recharged and was still getting the error. I found this on another forum and it worked like a charm. Even at 0% my cell voltages were 3.71v and it took a while to get it down to the 3.30v.

"So I did some research and found a post by @mixmaven on RCGroups Inspire thread here who stated that he found out from a DJI battery expert that the trick is to get the lowest cell voltage down to 3.30V, which in my case meant bringing the batteries to 0% (This has been confirmed by RCGroups DJI Forum Support @blade strike). Even then, once my motors stopped, lowest voltage climbed to around 3.40-3.45V before the voltage drained to 3.30V.

Easiest way I found to do this: Fly a fully charged battery down to around 20% (turn your battery warnings down to 15% and 10% respectively), then hover just above ground with LG down and wait for the RTH message, cancel it, and when you get the critical battery warning at 10% and the craft wants to land, just hold the throttle up to hover until it shows 3.3V (probably lower than 5% showing) and let it land. Once the motors stop, the cells will probably increase about .10V, so just leave it powered on until you see 3.30V on the lowest cell. Be mindful of battery temp while doing this, it did climb pretty high in this procedure. If in the field and once the motors stop, take off the props and put Inspire in front of the A/C vents in your vehicle. The trick, once again, is to discharge in one cycle down to the desired voltage, leaving the battery on the whole time."
