Does anyone know how to rebind the controller with the aircraft when the DJI Go App is not available or not working?

What's happened with your DJI GO! You can download it to your phone or tablet and link the RC

     You should not have to rebind the Transmitter to the Aircraft if the DJI GO  app is not working.  If you are having trouble with the App. just delete and reinstall it.   Or try another device.  My I pad air works brilliantly with mine.  Make sure to try a new cable also, this can sometimes be the culprit.
*My Apologies, I misunderstood the question.  I thought you were having troubles with the DJI GO App and thought you could not fly without the App.

YOU wanted to know how to bind the Aircraft and the Transmitter WITHOUT using the DJI Go APP.   See the DJI Represenative's proper animation below.

No, speaking the instructions is 100% fine. That may have been an internal document for support team to tell users. I'm sure it's no big deal with me posting it, but I just want to make sure.

It's ok.
You can change step 2 to step 4.  But both ways should work.
