I'm near Olney. I'm within the DC SFRA and I've been flying my Phantom for 18 months.
There is no flying in the Bethesda/Rockville area. It's part of the DC FRZ. There are no exemptions, no authorizations, and no exceptions. You need to get a little further away from DC. See this map: . Be wary of the Montgomery Airpark Airport in Gaithersburg.
In addition, there was a temporary TFR of the entire DC SFRA due to the inauguration. It was on and off for three days and it ended at 1230 EST Saturday.
However, DJI has a knack for starting these so-called NFZs several days before and after any temporary TFR. So that may be the problem. Hopefully in another day or two DJI will get around to lifting the no fly zone. Once that happens, you should be able to fly within the outer ring of the DC SFRA without any complications.
