On the DJI Store, the Phantom 4 is priced at $1399 USD, but below in red font it says, "Official launch, limited offer." If this is a limmited offer, what is the normal price going to be and when will it come into effect?

I think it will stay the same, because of all the different countries involved here sometimes there wording can be confusing for some people.

I bet it goes up to about $1,600.00

I wouldnt think the use of the wording for Limited offer would mean same price never changed.  its sorta like an introductory sale

Also it's just a sales pitch to get people to buy now, like on TV " Order in the next 5minutes and get any other one free"

What's annoying is that the  price is only available in the US, other countries don't get it. For example in here in Australia it is already US$1764.19! $365 difference! I'm tempted to get it dropped shipped from the US.

What is it's not a sales pitch and goes up after the limited offer ends. If I was sitting on the fence debating knowing it's a great deal but do I really need it, and I do need it if the price goes up.
In that case I would bite the bullet, buy it and enjoy the heck out of it.
Then if the price does go up you'll be thanking yourself that you were proactive and jumped on the bandwagon and got the sweet price and all the others complaining that the price went up.

And if the price stayed the same, you don't care because you really love it and glad you got one.

Im really looking forward to getting my P4 I hope the weather cooperates, I live in upstate NY
