I'm going to Italy later this month (Sicily) and I was wondering about flying regulations there. I understand that the limits are 120m altitude and 500m max distance with VLOS, plus keep away from restricted zones, buildings and people.  Are there any other restrictions, such as flying in National Parks?.  I see that there are new regulations coming into force in July 2016 which seem to require ID markings and Pilot's Certifcate - will these apply to drones like the Phantom?

Hi, you can fly freely only for fun (flying for work requires a license) but there are few limitations: flying only VLOS 70 m above ground level and 200 m in horizontal distance in non urban area. I mean in these days 2 tourist were arrested because they fly their drone near the Coliseum in Rome!!

The second and actual edition is in the link i provided in my previous post. A third edition will be here at the beginning of the june if we have no other delay by the Enac!

Hey everyone,

I visited this forum a few weeks ago while traveling through Italy with my DJI Pro 3 and I was looking for some clarity on Italian drone regulations. Every place I went (major cities Venice, Florence and Rome) had a very tight ‘no drone’ regulation, but I managed to legally take on the Italian authorities and fly along the Amalfi Coast ☺

Thanks buddy, it was quite the mission, but glad I got to fly it in the end. I don't have specific insurance for the drone, only my regular travel insurance.

Hey guys,
I'm planning to bring my Phantom 4 in Sicily next weekend. I'll be around Palermo.
First, I wanted to know how it did go for you drone flyers that already went to Italy.
I understand restrictions, won't fly over populated areas, natural reserves, etc. But I am still a bit worried about police enforcement.
I saw recently a French tourist is risking being fined 113000€ for flying over the colosseum in Rome (well... that was pretty stupid, I agree).
But what if I want to film a pretty castle or an old ruin in the Sicilian countryside? Any ideas?

Everything is perfectly explained by Leo.s above. To sum it up, to be able to fly without license, you:

- do it in a unpopulated area (urban parks are within populated areas, therefore it's a sound NO)
- maintain VLOS
- don't fly over 70mt up and 200mt far

Of course that doesn't mean you'll encounter policemen all over the place ready to stop you, but you oughta know you'd be breaking the law if you don't comply with the rules explained in ENAC document linked by Leo.s few posts above.

I would suggest to keep far (250 mt) from any building or infrastructure (forget therefore cities like Milan, Venice, Florence, etc..).

Thank you for your tips.
I've been flying Dji Phantoms since the 1st one and getting more and more paranoid about regulations, even though I am very careful with safety. It's almost impossible to stay totally legal all the time, but I am always scared to try. So very often I take the Phantom with me... and don't use it.
Maybe I should just be less shy to fly it.

Can you tell me how these maps are compiled? I live west of Naples near the coast and there is a small private runway here which is unlisted and also a military radio communications site which I believe has a no-fly zone around it just to the south.

The clip from "dontforgettomove" above about flying in Italy really highlights some issues here. Everywhere I look for how to go about getting certified or getting legal to fly recreationally I end back at the ENAC rules page. Nothing anywhere is helpful for how to actually get certification. I don't know if it's a language barrier or what, but I can't for the life of me find somewhere or someone to talk to about getting the correct permits. More and more I'm getting the feeling that the rules have been created just to make money via "on-the-spot" fines or confiscation of the drone, or just put people off flying entirely. The video highlights that the local authorities don't know either - I wouldn't have been surprised if a carabinieri or polizie came along and asked to see his papers at some during his flight...

Very frustrating when you're trying to do the right thing.

You need just only an insurance... for your life.  In sicilia suggerisco di avere l'assicurazione per la vita e non per il drone...hahaha. scherzi a parte...no over 70 km altitude and only see flight max 200mt radious. No pubblic area with lot a people and traffic area busy and roof

Venice no drone! Drone are bandit for all area....Milan are restrict area to filght...near Milan you have 3 airport.
