Newby asking of there Is there an easy editing program for cleaning up video on a PC??  Fairly literate with computer but have Win10 and in a learning mode!

I'm not sure what you meant by "cleaning up video" but I have had no trouble loading my 4K footage directly off my P4 into any of the video editing software like Adobe Premiere Pro or Final Cut Pro X. In your case, since you are (I am assuming) using a Windows PC, your best bet would be to look at something like Sony Vegas, Adobe Premiere etc. as a video editing option.  I don't think either option is particularly cheap, although Adobe lets you enter into a monthly subscription model. The major determinant of everything running without a hiccup would be your horsepower really (RAM, storage space, video card etc).
