Do not listen to this person, as they clearly have no idea what they're talking about.
The only way to compensate for sunlight with no filters once you reach ISO 100 is shutter speed. If your shutter speed is way over twice your framerate (so 120th of a second if you're shooting 60FPS, 50-60th of a second if you're shooting 24/30FPS), you will get video that looks horribly staccato, and really bad rolling shutter effects. It will make your video look extremely amateurish.
If you want to see high shutter speed weirdness, look at the beginning of Saving Private Ryan (the beach scene); it's done that way to get a very ethereal, in your face, chaotic alien effect. It's very disconcerting, which is why the high shutter speed was chosen. Since that was film, there are no rolling shutter effects, but add in that effect (because the P3/P4 is digital) and it makes the whole thing even strangers and very ugly. High shutter speed is VERY undesirable for normal shots.
Also I'm not sure why he's talking about white balance and such, as that has no bearing on shutter speeds.
