Can the Phantom 3 & 4 handle various brightness without the need for an ND filter?    Never  an issue with the Phantom 2 Vision +.

They can handle it just as well as your P2 can. ND filters are used, as explained in this article, to make sure one can maintain a shutter speed that's twice the framerate.
