Unfortunately you cannot use the P4 or P3 RC with the Inspire.

The P3, P4, and Inspire have 2.4 for video and RC control.
The Inspire remote also has a 5.8 TX/RX for very short range camera control from the slave to the master.

Does it work the other way around then, i.e. Inspire tx to control the Phantom 4 (or P3P)?

Yes that combination is possible.
