I have used the search too but I have not found what I am looking for.

My Phantom 3 Advanced is very very noticeably slower than when I first bought it, especially to clime. I remember being so impressed when I first bought it regarding how responsive it was, how fast it would shoot up into the air, and stop on a time when you let go of the sticks. Now, it's slow, sluggish, takes a long time to come to a stop when releasing the sticks. And even when the battery is off a fresh charge.

Is it possible the batteries can still get a full charge, last as long but simply not deliver as much power as they used to? Or is the drone just getting worn out? I only use it for about 20 minutes once every 3-4 weeks so there is not much use on it and it's never been crashed.

The answer to your idea about the batteries is no.
Your Phantom won't get slower as it or the batteries get older.
So how slow is it?  You get real numbers you can check in the app.
It is supposed to climb at 5 metres/sec max.

Stopping performance can be varied with the app settings.

I'm not saying this to be smart a$$.
But everything was better before, in our minds.

Do you have any external recordings of your drone with audio from days gone by?
You could listen to the motors and see if they really are running slower.
Do the motors feel as free as they used to?
Do a speed run and note the fps/mph and see how it stacks up to the specs.
If the specs say 30mph and you get 29mph chill out.

If you get 5 meters per second going up and 3 meters per second coming down then it's normal. That is what the p3 has always been limited to.. In no wind in attitude mode you should get about 17 meters per second..  In a 30 mph wind gust I can still get about 7 meters per second flying into it and about 28 meters per second flying with it..  But 0 wind should get you 5 up, 3 down, and 17 around, lol
